Assessment of Transition to Self-Collection for a new Home-Rule Town previously statutorily administered and collected
This analysis explored the feasibility of a statutory Town transitioning to self-collection of local taxes, including the implementation of full-service tax administration during the initial years. The goal is to support the Town in assuming direct responsibility for tax processes while ensuring operational continuity and compliance.
The evaluation includes:

- Cost-benefit analysis of self-collection versus continued state administration.
- Identification of necessary infrastructure and staffing to support local collection, reporting, and enforcement.
- Recommended transition projects, such as ordinance development, system procurement, and stakeholder outreach.
